Structure

Assembly of Members

The Assembly is the supreme governing body. The Assembly sets strategic direction, approves the annual work programme and budget, admits new members, and takes all major decisions.

The Assembly meets at least once per year and operates through qualified majority or simple majority voting, depending on the nature of the decision.

President: Art de Blaauw, CIO Central Government of The Netherlands

Vice-chairs: Markus Richter, on behalf of Germany; Serafino Sorrenti, Chief Information Security Officer (CISO) for the Presidency of the Council of Ministers, on behalf of Italy.

Director

The Director is the executive body, responsible for day-to-day operations: implementing Assembly decisions, managing the team, representing the EDIC externally, and preparing the annual work programme and budget.

The Director leads a team covering the operational, financial, technical, and strategic needs of the consortium.

Advisory Board

A consultative body bringing together stakeholders from civil society, academia, the technology sector, and the private sector. It provides strategic and technical recommendations to the Assembly of Members.

European Commission

The Commission participates as observer and coordinator. It ensures alignment with the Digital Decade 2030 targets and facilitates access to Digital Europe Programme funding. The Commission does not vote but plays a key coordination role.

Assembly decisions

The following decisions are recorded in the approved minutes published below.

11 December 2025

Luxembourg was admitted as a full member with immediate effect.
The minutes of the Designated Assembly of Members meeting of 22 October 2025 were approved.
The vice-chair election was postponed while the possibility of creating a second vice-chair and amending the Statutes was examined.
The Interim Director’s mandate was extended until the appointed Director took office, and no later than 1 July 2026.
The National Contact Point Meeting was established as the preparatory body for Assembly meetings, replacing the former Core Group.

3 March 2026

The minutes of the Assembly meeting of 11 December 2025 were approved without alterations.
The proposed amendment to Article 13.5 of the Statutes, allowing the Assembly to elect one or two vice-chairs, was approved unanimously.
Germany and Italy were elected as vice-chairs, with Germany substituting for the President first and Italy second.
Flanders (Digital Flanders, Belgium) was admitted as an observer unanimously.
The Secretariat was requested to prepare an additional amendment to the Statutes providing for written decision-making outside Assembly meetings.

23 April 2026

The minutes of the Assembly meeting of 3 March 2026 were adopted without alterations.
The proposed amendment establishing a written procedure for decisions outside Assembly meetings was adopted unanimously.
The Terms of Reference for the Advisory Board were approved unanimously.
